NOTICE: Health Measures-Quarantine Protocol for Inbound Passengers to Turkey and Countries Subject to Travel Restrictions

Effective 21:00H of 03 September 2021 (UTC time) / 05:00H of 04 September 2021 (Manila time) until further notice:

1) All flights from Brazil, South Africa, Nepal and Sri Lanka are suspended. Passengers arriving from Brazil, South Africa, Nepal and Sri Lanka or who have been to the said countries within 14 days immediately preceding arrival in Turkey, are required to present a negative RT-PCR Covid-19 test result taken not more than 72 hours prior to arrival. Such passengers are subject to quarantine for 14 days at the hotels determined by the Governorships. Expenses for accommodation and transfers from airports will becovered by passengers. At the end of 14th day, passengers will undergo a RT-PCR test and the quarantine will end if the test result is negative.

2) Passengers arriving from Bangladesh, India and Pakistan are required to present a negative RT-PCR Covid-19 test result taken not more than 72 hours prior to arrival. Passengers arriving directly from Bangladesh, India and Pakistan and passengers or who have been to the said countries within 14 days immediately preceding arrival in Turkey will be exempted from quarantine if they present a proof of 2 doses of vaccination (1 dose for Johnson and Johnson) authorized by WHO or Turkey for emergency use, provided that the last dose was administered at least 14 days prior to arrival. Passengers who cannot present such documents will be quarantined at their residences or addresses they have declared. At the end of 10th day, passengers will undergo a RT-PCR test and the quarantine will end if the test result is negative.

3a) Passengers arriving directly from Afghanistan and passengers or who have been to Afghanistan within 14 days immediately preceding arrival in Turkey are required to present a negative RT-PCR test result taken not more than 72 hours prior to arrival. Such passengers are subject to quarantine for 10 days at hotels determined by the Governorships. Expenses for accommodation and transfers from airports will becovered by passengers. At the end of 10th day, passengers will undergo a RT-PCR test and the quarantine will end if the test result is negative.

3b) Citizens of Afghanistan who have residence or work permit in the Republic of Turkey will be exempted from the hotel quarantine on the condition that they present a valid residence or work permit and they will be subjected to quarantine at their residence. Passengers whose first entry points are other than İstanbul or Ankara cities will be allowed to travel to their residences only by private vehicles and will not be permitted to use domestic flights or other public transportation.

3c) Citizens of the Republic of Turkey arriving from Afghanistan will be exempted from the hotel quarantine and they will be subjected to quarantine at their residence and passengers whose first entry points other than İstanbul or Ankara cities will be allowed to travel to their residences only by private vehicles and will not be permitted to use domestic flights or other public transportation.

4) Passengers who are subject to quarantine protocol stated in articles 1 and 3a, are required to pay the hotel fees prior to arriving in Turkey. Passengers who cannot present a document that an advance payment was made for the hotels determined by the Governorships, will not be allowed to board the flight by airline operators.

5) Passengers arriving from the United Kingdom, Iran, Egypt and Singapore will be requested to present a negative RT-PCR test result taken not more than 72 hours prior to arriving in Turkey.

6) Passengers arriving from the countries other than those listed in article 1, 2, 3 and 5, who present a certificate that they have been inoculated with 2 doses of vaccines (1 dose for Johnson and Johnson) authorized by WHO or Turkey for emergency use, provided that the last dose was administered at least 14 days prior to arrival and/or a medical attest stating that they have recovered from Covid-19 within the last 6 months starting from the 28th day of the first positive RT-PCR test result, will be exempted from presenting a negative PCR test result and quarantine.

7) Passengers arriving from the countries other than those listed in articles 1, 2, 3 and 5, who cannot present a certificate that they have been inoculated with 2 doses of vaccines (1 dose for Johnson and Johnson) authorized by WHO or Turkey for emergency use, provided that the last dose was administered at least 14 days prior to arrival, will be required to present a medical attest stating that they have recovered from Covid-19 within the last 6 months starting from the 28th day of the first positive RT-PCR test result or a negative RT-PCR test result taken at most 72 hours or a negative rapid antigen test result taken at most 48 hours prior to arrival in Turkey.

8) RT-PCR tests will be performed by the Ministry of Health on the basis of sampling at the passengers' destinations. Passengers will be allowed to proceed to their final destination after the test samples are taken. Passengers whose test results are positive, will be treated according to the Covid-19 protocol of the Ministry of Health. Passengers with a positive test result and those who have been in close contact with them will be quarantined for 14 days at their own residences. The quarantine will end if the RT-PCR test to be taken at the end of the 10th day results negative. The quarantine of those who are carrying the Delta mutant of the virus will end if the RT-PCR test to be taken at the end of the 14th day results negative.

9) Citizens of the Republic of Turkey are required to present a proof that they have been inoculated with 2 doses of vaccination (1 dose for Johnson and Johnson) authorized by WHO or Turkey for emergency use; and/or a medical attest stating that they have recovered from Covid-19 within the last 6 months; or a negative RT-PCR Covid-19 test result, taken not more than 72 hours prior to arrival in Turkey; or a negative rapid antigen test result, taken not more than 48 hours prior to arrival in Turkey, in order to be allowed to enter the Republic of Turkey.

10) Requirements stated above are not applicable to transit and/or transfer passengers.

11) There will be no RT-PCR requirement and quarantine for the crew.

12) Passengers under the age of 12 are exempted from presenting RT-PCR or antigen test results as well as vaccine certificate on their entry to the Republic of Turkey.

13) Documents such as vaccine certificate, RT-PCR/antigen test result is to be controlled by airline companies before travel and passengers without such document will not be accepted to the flight. The responsibility arising due to the accepting of non-certified passengers to the flight will be compensated by the airline companies.
