NOTICE Health Measures-Quarantine Protocol for Inbound Passengers to Turkey and Countries Subject to Travel Restrictions
Effective as of 14 November 2021, 21:00H (UTC time) |15 November 2021, 05:00H of (Manila time) until further notice:
1) Passengers arriving from Brazil, South Africa, Nepal, Sri Lanka, Bangladesh, India and Pakistan are required to present a negative RT-PCR Covid-19 test result taken not more than 72 hours prior to arrival in Turkey. Passengers arriving directly from Brazil, South Africa, Nepal, Sri Lanka, Bangladesh, India and Pakistan and passengers who have been in said countries within the last 14-days will be exempted from quarantine, if they submit proof of 2 doses of vaccination (1 dose for Johnson & Johnson), recognized by WHO or the Republic of Turkey for emergency use, provided that the last dose was administered at least 14-days before arrival. Passengers who cannot present such documents will be quarantined at their residences or addresses they have declared. At the end of 10th day, passengers will undergo a RT-PCR test and the quarantine will end if the test result is negative. Passengers who do not have a RT-PCR test on the 10th day will remain in quarantine until the 14th day.
2) For passengers between the ages of 12-18 travelling with their parents and arriving from the countries listed in article 1 yet who cannot submit proof of 2 doses of vaccination, a negative RT-PCR test result taken not more than 72 hours prior to the entry will be required. Such passengers will be subjected to a follow-up RT-PCR tests in their residences and no quarantine will be required if test result is negative.
Provisions of bilateral agreements are reserved.
3a) Passengers arriving from Afghanistan and those who have been in this country for the last 14 days must submit a negative RT-PCR test result taken not more than 72 hours before arrival. Such passengers are subject to quarantine for 10-days at hotels determined by the Governorships. Expenses for accommodation and transfers from airports will be covered by said passengers. If the RT-PCR test result applied on the end of 7th day results negative, quarantine will be lifted.
3b) Citizens of Afghanistan who have residence or work permit in republic of Turkey will be exempted from the hotel quarantine on the condition that they submit valid residence or work permit and they will be subjected to quarantine at their residence. Passengers whose first entry points are other than İstanbul or Ankara will be allowed to travel to their residence only by private vehicles and will not be allowed to use domestic flights or public transportations.
3c) Citizens of the Republic of Turkey arriving from Afghanistan will be exempted from the hotel quarantine and will be subjected to quarantine at their residences. Passengers whose first entry points are other than İstanbul or Ankara will be allowed to travel to their residences only by private vehicles and will not be allowed to use domestic flights or public transportations.
4) Passengers to be quarantined under the article 3a shall pay the hotel fees before arriving in Turkey. Passengers who cannot prove that they have made the necessary payments to stay at the hotels determined by the Governorships will not be allowed to board the flight by airline operators.
5) Passengers arriving from Iran and Egypt are required to present a negative RT-PCR Covid-19 test result taken not more than 72 hours prior to arrival in Turkey or submit proof of 2 doses of vaccination (1 dose for Johnson and Johnson), recognized by WHO or the Republic of Turkey for emergency use, provided that the last dose was administered at most 14-days before arrival.
6) Passengers arriving from the countries other than those listed in article 1, 3 and 5, who present proof of 2 doses of vaccination (1 dose for Johnson and Johnson), recognized by WHO or the Republic of Turkey for emergency use, provided that the last dose was administered at most 14-days before arrival and/or a proof of recovery from Covid-19 within the last 6 months starting from the 28th day of the first positive RT-PCR test result, will not be requested to present a negative RT-PCR test report and quarantine measures will not be applied.
7) Passengers arriving from the countries other than those listed in article 1, 3 and 5, those who do not submit proof of 2 doses of vaccination (1 dose for Johnson and Johnson), recognized by WHO or the Republic of Turkey for emergency use) provided that the last dose was at most 14-days prior arrival and/or a proof of recovery from Covid-19 within the last 6 months starting from the 28th day of the first positive RT-PCR test result, RT-PCR test report with negative result at most 72 hours or a rapid antigen test report with negative result at most 48 hours prior to the entry will be sufficient.
8) RT-PCR tests will be performed by the Ministry of Health on the basis of sampling at the passengers' destinations. Passengers will be allowed to go to their final destination after the test samples are taken, and if the test results are positive, they will be treated according to the Covid-19 guide of the Ministry of Health. Passengers with a positive test result and persons they have been in close contact with will be quarantined for 14-days at their own addresses and the quarantine conditions will be terminated if the RT-PCR test results to be performed at the end of the 10th day are negative. The quarantine conditions of those who are found to be carrying the delta mutant of the virus will be terminated end of the 14th day of the quarantine without RT-PCR test.
9) Citizens of The Republic of Turkey will enter to the Republic of Turkey those who submit proof of 2 doses of vaccination (1 dose for Johnson and Johnson), recognized listed by WHO or the Republic of Turkey for emergency use, and/or those who submit document that they have Covid-19 within the last 6 months or those who submit RT-PCR test report with a negative result implemented at most 72 hours before entry or submitting a negative rapid antigen test result at most 48 hours before arrival country will be allowed.
Citizens of The Republic of Turkey who cannot present the documents or test results specified in the article above will have the RT-PCR test at the border gate and will be allowed to proceed their residences. Those who have a positive test result will be isolated in their residences.
Citizens of The Republic of Turkey who are allowed to enter the country through the way indicated above will be quarantined in accordance with the regulations of the Ministry of Health, at the arrival ports until the negative RT-PCR test results are released.
10) These requirements are not applicable to transit and/or transfer passengers.
11) Passengers under the age of 12 are exempted from RT-PCR/antigen test report and vaccine certificate requirements on entry to the Republic of Turkey.
12) Documents such as vaccine certificate, RT-PCR/antigen test result will be checked by road transport, airline or maritime carrying companies before travel and passengers without the document will not be accepted to the travel, the responsibility arising due to the accepting of non-certified persons will be compensated by the transporting companies.
13) Seamen and truck drivers who are designated as key personnel to prevent disruption of global supply chains will be exempted from RT-PCR tests and quarantine.
14) The hotels determined by the Governorships for passengers to be quarantined under the article 3a will be published in English via: http://web.shgm.gov.tr/tr/covid-19-tedbirler/6599-izolasyon-otelleri.
